One issue with this software they run is the need for SCSI drivers. Military aircraft are in service for decades, and the hardware on the plane is rarely (if ever) updated. Now that you mention it, I do remember hearing some of the issues are drivers. But if the end-user has a workstation with only 2GB of RAM, then the settings for your VM are "wrong." (And before someone asks why anyone would run Windows7 with only 2GB, remember, we're talking about a bureaucracy and a military one at that. They'll have a 32-bit Windows and won't have access to more than 3.36GB of RAM so 3GB maybe ok. Specifically, think of whatever the end-user will be running. Basically, "forget" that it's a VM and treat it as if were a physical machine. If your OS+app needs 3GB of RAM, then you need 3GB of RAM, so that is the "correct" setting for you. But like I said, there's no one "correct" answer for the VM settings. But even in my small company, audits and bureaucracy move at their own pace. Once the hardware manufacturers started producing 64-bit drivers, then 64-bit OS' were more accepted buy the IT departments. In a large organization, auditing everything to make sure a new OS won't mean breaking every printer, scanner and other piece of accessory hardware is no small undertaking. One of the more common complaints from the consumers that were "suckered" into getting Windows XP 64-bit in the early days was that they el-cheapo-I-got-for-free-after-rebate-all-in-one printer didn't have 64-bit drivers. In addition to all the bureaucracy 😉 it's probably more to do with 32-bit drivers, rather than 32-bit apps. To be honest I'm not entirely sure what the holdup is. While that's going to make OSX suffer a bit, if the VM works fine after that, you'll know that you need more RAM. Then if necessary, try tweaking the VM to 2.5 or even up to 3GB of RAM. So start by leaving the VM with 2GB of RAM and reduce to 1 vCPU, if possible.

However if you're running something like Photoshop or Autocad, or need to have a several programs open at once, then maybe you do need more RAM. For example, I run Win7pro 32-bit as VM with just 2GB of RAM allocated, but I only use it to run some small MSAccess programs and Crystal Reports.
